Job Summary:

To work collaboratively with the project team to ensure the client duties under the CDM Regulations are discharged. On behalf of the client ensure that the principal designers and principal contractors are discharging their duties in a timely and effective manner. Also, where the client is the principal designer provide advice and assistance on discharging those duties.

Main Responsibilities

  • Take all reasonable steps to ensure that the client’s duties under the Construction (Design and Management) Regulations (CDM Regulations) are discharged.
  • Recommend and develop/implement the appropriate project specific management arrangements to ensure that construction work is carried out (so far as is reasonably practicable) without risk to health and safety. Review the effectiveness of the arrangements throughout the project and recommend/implement any necessary amendments to ensure that they remain appropriate.
  • Advise the client on the selection and timely appointment of the principal contractor and principal designers. Assist in the prequalification of designers.
  • Obtain and review all relevant pre-construction information and advise the client if surveys need to be commissioned to fill significant gaps. Prepare the pre-construction information document and issue it to any contractor who has or may be appointed directly by the client and each designer.
  • When Canary Wharf Contractors undertakes designer duties assist them in complying with the designer duties under the CDM Regulations.
  • Where Canary Wharf Contractors is the principal designer take all reasonable steps to ensure that the principal designer’s duties under the CDM Regulations are discharged.
  • Monitor the activities of the principal designer and recommend any corrective action necessary to ensure that he complies with his duties.
  • Submit F10 notifications to the Health and Safety Executive as appropriate.
  • Review the construction phase plan and liaise with the principal contractor/contractor to ensure the plan is suitable.
  • Monitor the activities of the principal contractor and recommend any corrective action necessary to ensure that he complies with his duties.
  • Ensure that a suitable health & safety file is prepared and issued to the client where appropriate.
  • Effectively educate all involved in projects with regard to the requirements of the CDM Regulations and any related systems/procedures to ensure best practice throughout the organisation.
  • Participate in regular meetings with the Health and Safety team, providing updates on project status and specific advice.
  • Review CDM department resources and discuss the requirements with the Head of Health and Safety.
  • Manage the CDM department with regards to staffing and project issues.
  • Facilitate cooperation/coordination between principal designer and trade contractors with design responsibilities and temporary works designers.
  • Ensure the designs of client appointed overseas designers comply with the CDM Regulations
  • Review the H&S elements of O&M manuals.
  • Assist the company to develop appropriate systems and procedures to comply with the Building Safety Bill and any associated secondary legislation and assist in their implementation.
  • Discharge responsibilities for Health and Safety as set out in the Canary Wharf Group Health Safety and Welfare manual.
  • Support the policies and objectives of the Group Environmental System.
  • Carry out any other reasonable duties as requested by Senior Management.

Working Relationships:

  • Reports to the Head of Health and Safety
  • Liaise with other CDM Managers and members of the Health and Safety department.
  • Build up a good work relationship with members of project teams and clients.


What We Require of You

  • Extensive proven experience working on major construction projects as a CDM Co-ordinator / CDM Manager is essential.
  • Possess an understanding of design and construction processes and procedures.
  • Be knowledgeable about the CDM Regulations.
  • Be in possession of formal Health and Safety qualifications e.g. NEBOSH General Certificate, NEBOSH Construction Certificate, NVQ level or an equivalent qualification, CSCS Card (Health & Safety Manager).
  • Possess a practical, proactive approach to CDM and Health and Safety management.
  • Have excellent communication skills (both verbal and written).
  • Have good influencing skills, and be able to influence behavior at all levels of the organisation.
  • Must be a team player and be able to ensure a good working relationship with project teams, design consultants and members of the Health and Safety department.
  • Have the ability to develop and implement CDM and Health and Safety performance improvement related systems and procedures where required.
  • Be willing to undertake training and a personal development programme.
  • Possess competencies (presentation, procedure writing) to enable them to deliver effective training solutions.
  • Be computer literate with a working knowledge of Microsoft Office packages and have good administrative skills.
  • Have experience in staff recruitment.
  • Have suitable managerial skills to manage the resources and workloads of the CDM team.
